Outline:
We are seeking to appoint an external evaluator to provide a detailed, holistic and multi-layered evaluation approach for our Community Matters programme. We are specifically looking for the evaluator to develop a layered approach that combines quantitative assessment and qualitative insight into the quality, reach and effectiveness of the Community Matters programme and the extent of its effectiveness towards the desired outcomes/target and expected improvements of the project.

Community Matters is a £5 million project funded by the European Social Fund and the National Lottery, through the Big Lottery Fund. The three-year employability and skills programme is part of a nationwide programme and one of four aiming to generate greater prosperity in the Black Country to tackle worklessness, promote social inclusion and drive local growth.
